Holding blue buzz hostage

So I'm just curious, if blue buzz can only be used for certain type of content, and the system flags your image as not that kind of content, why is the blue buzz not refunded? I already have to pay gold buzz to unlock the image, why would you tie that to getting the blue buds refunded?
