the two-byte characters in the filename render this LoRA unusable in most environments and break the civitai extension. If it's not working for you, work around the problem by renaming the file to remove the chinese characters
Wait, I never knew non-ASCII characters in title cause such problems. But other CivitAI users do this too?

@AIXPIST it's more for other users who might have problems. I have problems with it on Windows, I use mingw64 for my environment. It's not really a problem but I thought I would leave a note so if someone else has trouble they know to rename the file
