RKN-chan is the moe anthropomorphization of Roskomnadzor, the Russian internet regulator, and a long-running Runet meme character. She is a strict, smug and often mischievous woman in a blue uniform who blocks websites, slows down the internet, hunts VPN users and swings a giant ban hammer at anything she dislikes. Fan art shows her both as a cold, self-satisfied bureaucrat and as a flustered tsundere whose bans keep backfiring. Her signature details are the cube-shaped hair clips in her two pigtails and the bracket emblem on her left sleeve.Main trigger:<pre><code>RKN-chan, a young woman with long pale blue hair with blunt bangs tied in two high pigtails and blue eyes. She wears a long double-breasted blue jacket with two rows of round gray buttons, light blue piping, black epaulettes and pointed coattails, white scalloped cuffs, a white shirt with a turndown collar and a narrow dark blue tie, light blue leggings and blue knee-high boots. There are also issues with the hair clip and the patch—unfortunately, detail is lost at a distance, likely resulting in a blurry, square-shaped graphic. In close-up shots, the hair clip tends to display a mix of both vertical and horizontal lines.</li></ol>
