Someone suggested a hooters type thing. I looked on gelbooru for images, but I didn't find enough of what I wanted. I then turned to reddit... I downloaded and trained this on over 100 real photos.

For the record, my examples don't look like the girls in the dataset. (other than the outfit)

Play with the weight and you should be able to get some good results for anime too. Naturally, this probably excels at realism.

Sometimes it even manages to write the words "hooters" on the shirt!
