It's so utterly stupid this tag is blocked, what dataset ever uses "minigirl" except to refer to exactly what's on the tin, shrunken adult women. "Minigirl" just rolls off the tongue easier then "shrunken adult woman". So stupid. I've never heard of anyone using "minigirl" to refer to underage stuff.
