Speed Comics #13 (May 1941) introduced a character called Pat Parker, War Nurse. At first she was just a two-fisted British nurse who did things like capture German U-boats singlehanded. At the end of issue #15, she put on a costume and mask, and War Nurse became her superhero name.
After a few more issues, she assembled a group of sidekicks to become a group called the Girl Commandos. Some more issues after that, Pat ditched her individual costume in favour of the whole group donning Lady Blackhawk style uniforms.

Wow, so many LoRas based on UK comic characters from classic years.
Speed comics was American, actually. The character was British because America hadn't officially joined WW II at that point.
