Found this cartoon on Tubi called "Freaktown". I like it. However, this background character shows up sometimes and man, she is just BEGGING to have rule 34 made of her. Sweet! What episodes of Freaktown did she appeared in again? It's been a while since I've seen that show.
Hard to say. She appears and shows up frequently throughout most of the episodes. I can't recall exactly which episodes I screenshot from, but chances are, you can turn on just about any episode and she'll make an appearance.
