It's the best Sailor Scout (well, in my humble opinion), Sailor Jupiter...or Makoto Kino, if you're going by her civilian name! This is based on the Sailor Moon Crystal series, itself a remake of the 90s anime that better follows the manga. I like how the remake has a slightly more shoujo look!
Update 9-28-26: I added a V2 Illustrious LoRA. This is based on the updated dataset from the recent Anima LoRA I uploaded a few days ago.
Update 9-25-26: I added an Anima LoRA based on a completely revamped dataset with better images, tags, etc.

Download is broken. Download always stops at 68.68 MB, no matter how often one tries.
Huh, that's odd. It must have been an issue with CivitAI's server at the time (this would not be a shock at all). I just tested downloading the file and it downloaded perfectly fine for me.
