The file uploaded here is missing several megabytes at the end but it can be somewhat restored by loading it in safetensors==0.3.0 (use the example code in the safetensors repo). You'll get an error at the end but the data will be mostly there.

Then you have to remove the last layer, which is incomplete. Group the keys in the tensor object by the part before the first "." and find the group that only has 2 keys instead of 3 and del those keys.

Finally, save the tensors object into a new file and it should load.

The lora works fine at low strength but looks weird above about 0.5, maybe because of the missing data.
