Just to answer your question because it looks like OC missed it, I'm pretty sure this character is Tsubasa Hanekawa from Bakemonogatari, based on some sleuthing I did on Danbooru (https://danbooru.donmai.us/wiki_pages/hanekawa_tsubasa).
