The emphasis of the training And not a state editing, is to allow for realistic satellite imagery look while prepossessing the satellite source images to remove noise and artefacts that compromise the display features. specially stitching errors and offset lines from the original satellite pictures have been removed prior to starting the Training.

I'm not getting this problem in the current version of A1111, If the problem persists, just use the checkpoint under this link https://civitai.com/models/17866/satellite-image-generator-mapsatimageeu-cloudless-cp and or extract a LoRa yourself on your end
I get the exact same error with the latest A1111 commit (aaa367e35ce4e823219c2954ca141ca1ed14800e), and in addition the sd-webui-additional-networks extension complains on start:
Failed to read model file E:\SD\stable-diffusion-webui\extensions\sd-webui-additional-networks\models/lora\satelliteImageGenerator_mapsatimageeuV10.safetensors: 'utf-32-be' codec can't decode bytes in position 20-23: code point not in range(0x110000)
@corvuscorax I've uploaded a new version of the file maybe it has been Corrupted at some point try downloading this and let me know if it works.
