How to use: Although I used "skirt caught on object" as the trigger, simply using "panties", or a combination of the tag "skirt" with "panties" already gives the skirt lift effect.
For the LoRA effect, you should include at a tag related to skirt (e.g. skirt, pleated skirt, skirt caught on object), a tag related to panties (e.g. pantyshot, white panties), and a tag related to a bag (e.g. backpack, handbag, shoulder bag). It's easier to work from behind (example tags: from behind, looking back, ass).
You can try other objects but it's unlikely to work. I added a couple of examples.
You can also use it merely to help with a skirt lift effect.

This lora still requires a bit of prompting to tweak it in a way to get the effect right. but then again SD is probabilistic and nothing works as intended 100% of the time :)
