Chargeman Ken is actually relatively well among anime fans (but not general public) in the west. We recognize it as an example of what is widely called in English (as in general public will understand the term) "so bad it's good". I don't think this specific scene (or any) is particularly famous here though.
Incidentally: Other examples of anime well known in western anime fandom as "so bad it's good" are トゥインクル NORA ロック・ミー, 神曲奏界ポリフォニカ (特に7話のカーチェイス), and Ex-Arm. Many other works still are famous for their QUALITY (all caps, very sarcastic, roughly same meaning as 作画崩壊 but covers more types of errors) alone, but not as "all-around" bad as those three. Some really early English dubs, and Korean works like 宇宙黒騎士 are also popular "so bad it's good" examples but those two are such a distinct subcategory as to be worth articles of text on their own.
Japanese subculture originally had little of a culture of "enjoying kitsch," and when a certain film was imported, the concept was also imported at the same time.
Its origins can be said to be America.
The films imported at that time were "Plan 9 from Outer Space" and "Orgy of the Dead."
This kind of culture existed in Japan as well, but I'm grateful to both of these films and America for their significant contributions to its establishment and spread !

There's an American YouTuber named Kenny Lauderdale (I think he's American, anyway, he speaks with an American accent) who covers obscure anime, and he does a lot of episodes on really weird and low-quality stuff from the 70s and 80s. He's talked about Chargeman Ken! and Twinkle Nora Rock Me, among many others. He's our English-language source of knowledge on this topic, so that we may pull back that shroud of madness, at least partially, and gain a richer understanding of it.

@yukaka05570 I freely admit that I don't understand "ecstasy+p◯e" nor how it came from 「嬉ション」, and that's okay, I'm not going to ask about it right now lol. I do want to mention that yesterday I watched that episode of Chargeman Ken! featuring the エ゛エーイ meme, and it was a real hoot. It's fascinating how bizarrely poor the quality of that show is. I watched the brief shot of Caron applauding at 2:34 (「ステキダワー♡」) several times so I could take in the subtle nuances of just how bad the animation of her arms truly is. It's nice to see how much fun whoever made the YouTube closed captions must have had. Looking through the comments section, I can see that there are many nihonjin who cheerfully celebrate this madness, and I raise my glass to you all.
