This is an Illustrious lora for Enu from the Shining Tears anime. Enu is a rooster general from the nation United Trading Nation Seiran. He is loyal to whomever sits on the throne of the nation. It is why he continued to serve Shumari even after finding out he was a villain. He eventually served Rouen after he came back to serve as leader.
A weight of 1 to 1.5 works well with this with most models. Sampling Steps of 15 to 35 works well with most models, as does a CFG Scale of 3.5 to 7.5.

In the anime he is orange. You could also be thinking of one of the other bird characters from the Shining Tears games like Balbary.
