Queen Zenobia II is a recurring Disney comics character created by Romano Scarpa, introduced in the 1983 story Topolino e la regina d’Africa (Mickey Mouse and the African Queen). She begins as the ruler of a small African kingdom and becomes infatuated with Goofy, eventually giving up her throne and moving to Mouseton to be near him. In later Scarpa stories she becomes part of Mickey and Goofy’s regular social circle, with her relationship with Goofy shifting between romance and close friendship. She eventually leaves Mouseton for Europe, but later stories indicate that she still remembers Goofy fondly.

This might qualify as a Goofy genderswap/rule 63.

Her look changes drastically after she moves out of Africa to Mouseton, and the lora can generate both looks.
