1] This is not problem with this LoRA, but with "epTactical1.safetensors" (https://civitai.com/models/66832?modelVersionId=71483)
2] The problem is that it is incorrectly tagged as LoRA. Actualy, it is LYCORIS/LoHA (see description there)
3] Solution: install the lycoris extension and move the file "epTactical1.safetensors" to models/lycoris
