However, the dictator was neither the author nor the builder of this structure, which was completed in 1939. The credit for this construction goes to a group of notable citizens, including Isa Michelén, Víctor Manuel Montes de Oca (Nene), Lolito Piña Puello, Surín Valenzuela, José Vinicio Saladín, and Pedro J. Heyaime. They enlisted the services of Guillermo Prince, considered the father of construction in San Juan, and a master builder named Mendoza from La Vega. The latter employed masons and laborers provided by the district mayors from across the province.

The Arco del Triunfo now stands as a tourist attraction due to its historical significance and sculptural appeal.
