FBI don't follow up on legal activity only illegal activity. Cartoons are currently not illegal in the US although it does not stop a law suit for compensation if image(s) cause offence or distress. There are rules for real images under PROTECT law.
Japan has no law against cartoons nor moderate real images which also allowed. But, new laws keep being proposed.
The UK has very strict law on real images but also for cartoons, if considered porn, even just a sexy pose of a fully dressed child would be illegal. Apparently cartoons pose a danger to the public in some mysterious way that can lead to a 10 year prison sentence. (the UK are weird) The tentacle cartoon images that looks like an octopus with adult female is illegal in the UK. Many of the law makers in the UK don't even have a TV. Typically only paintings of landscapes or ugly sculptures seem to be accepted as art.
I think that the US currently have a good balance between freedom of expression and the protection of children.
