Because Bowsette probably isn't wearing it anyway.
Some SD1.5 models sort of understand Bowsette already, but this LoRA lowers the weight of Bowsette herself and strengthens the weight of her dress, allowing you to use the dress on other characters without them taking on too many of her other (lovely) features.
