As far as I can tell, this is a mislabeled SD 1.5 LoRA. I can load it in 1.5 with no errors and see the style impact, while trying under pony will result in a 'lora version mismatch for sdxl' error and no style impact.

You also have some oddities with the naming of the model / keywords, such that if you either manually copy them or acquire them via an extension that talks to civitai, it either won't properly load or will try to load two LoRAs, throwing a filename error.
