why it has 2 files?
No idea :) Some kind of bug in CIvit. All versions have only 1 LoRA file, nothing special

Recommended weight?
@Fluffies Depends on what you aim for and what Quantized version you use. 0.8 - 1 is a good starting point for almost all Loras I post here.
