How strong are the weights for the different aspects of her look?
Any recommended settings for combing this hair style with another lora, such as novowels's Zero Suit?

I will experiment, but hopefully you have some suggestions! :)
You can set the weight of Juliet Starling down to 0.8 and put clothing tags like crop top and skirt as negative prompts. You can keep the zero suit weight at 1.
So example:
Positive: <lora:lollipopchainsaw_julietstarling-10:0.8>, <lora:zerosuit-nvwls-v1-final:1.0>, juliet starling, twintails, zero suit, blue gloves, high heels
Negative: crop top, skirt, thighhighs
