Eli Barracuda Jr. is a recruitable henchman and crimelord from the Evil Genius 2 Game.
He is the son of Eli Barracuda from the first Evil genius game, which was one of my favorite characters in original game.
I based this one on Evil Genius 2, because there were more images available, the first game is quite old and both characters look pretty much the same.
This is the Pony version, which is closer to the actual game character.

Didn't think I'd see this guy again.
He wasn't the best henchman in the game, but my favorite character. At least he did not burn half the base down when he encountered enemies.
Can you make Symmetry from the same game?
