A character LoRa for Woop Slap from One Piece. He is the mayor of Luffy's hometown Foosha Village (Windmill Village) and appears first in Episode 4 "Luffy's Past! The Red-Haired Shanks Appears" of the anime. Trained on screencaps of Foosha Village Flashback. His cane did not bake in, since it was present in one training image only, so it's generating a generic cane.
