"Sukekiyo" is a character from The Inugami Family, a masterpiece by Seishi Yokomizo, one of Japan's leading mystery writers. He wears a mask because he suffered severe facial injuries on the battlefield. In Japan, this is known as the "Sukekiyo mask," and he has become a popular character.
